LA County MRSE 2024 Showcases Emergency Preparedness and Collaboration

Los Angeles, November 21, 2024 – The Los Angeles County EMS Agency successfully conducted its annual Medical Response and Surge Exercise (MRSE) today, simulating a train derailment with a HAZMAT situation and fires. This large-scale exercise brought together hospitals, clinics, ambulatory care centers, and the Amateur Radio Emergency Service (ARES) to test emergency surge capacity and communications.

The scenario challenged participants to surge 1,700 hospital beds—10% of county capacity—and treat 20-25 burn patients at major hospitals. ARES provided internet-independent communications for 12 facilities and the County's Medical Alert Center (MAC), ensuring continuity in the event of system outages.

Highlights for LAXNORTHEAST included the use of advanced tools like VARA FM, Winlink, and APRS for real-time service level updates and efficient message handling, including resource requests and bed availability reports. Over 84 digital messages were transmitted during the exercise, showcasing the importance of alternative communications.

District Emergency Coordinator Oliver Dully, K6OLI, praised the collaboration: "ARES is proud to support LA County's healthcare partners. Exercises like MRSE demonstrate the critical role of resilient communications in emergency preparedness."

The MRSE reinforces the strength of LA County’s healthcare coalition and ensures readiness for real-world emergencies. Special thanks to the LA County MAC, participating hospitals, and ARES volunteers for their dedication and professionalism.

Digital Practice Net - every Thursday 1900 - 2000L on 144.420 MHz simplex.

Voice Net - every Thursday 2000 - 2030L on the DARN system of repeaters (see DARN frequencies below).

Casual Roundtable  Zello (1st Thursday),  NextCloud Talk (3rd Thursday)  or TeamTalk (2nd & 4th Thursday), as announced on the preceding voice net.
